In an interview to ANI, Home Minister Amit Shah said that NPR is a population register only and does not have any relationship with NRC. However, in response to a question in Rajya Sabha in 2014, Union Minister Kiren Rijiju had said that NPR is the first step in the creation of NRC. In the Office of the Registrar General & Census Commissioner's website it is said that the National Population Register is "being prepared at the local (Village/sub-Town), sub-District, District, State and National level under provisions of the Citizenship Act 1955 and the Citizenship (Registration of Citizens and issue of National Identity Cards) Rules, 2003. It is mandatory for every usual resident of India to register in the NPR." Is the government contradicting itself on the question of NPR? Ravish Kumar asks on Prime Time.
