"“As mayor of Newark, Cory Booker was either aware of the water quality issues and failed to act, or was completely incompetent," said Chris Martin, a spokesman for America Rising, a Republican research group.

Booker faced his own water scandal -- one that remains among the biggest black marks on his local reign -- shortly after he ascended to the U.S. Senate.

A stinging state comptroller report in 2014 found rampant abuse of public funds and no meaningful oversight at the semi-public agency tasked with treating and delivering water to North Jersey, the Newark Watershed Conservation and Development Corporation.
