The decision by Treasury to withhold funds to counties with pending bills as well as numerous court cases and impeachment motions facing governors across the country have brought into sharp focus the state of devolution in the country, with the Council of Governors accusing the national government of attempting to kill devolution. However, even as these woes and wars rage on, analysts have blamed the ongoing challenges on governors abdicating their responsibilities, as well as lack of clear legislation to govern relations between national and county governments.
