What is Paul saying in Romans 13? | Was Paul referring to Law, and order?

As Christians we are too quick to use scripture to fit in with our own personal views, even our political views, and that what I think happens to Romans 13.
What we fail to understand is when Paul was writing this he was facing execution in Rome, awaiting beheading!
