For SSD's, if you are a purist, at the microsecond level, file fragmentation can slow down an SSD - because the virtual file system is fragmented. Each fragment is an extra input/output operation. You won't perceive in on an SSD but if you are a purist then yes, fragmentation does slow down SSDs at the microsecond level.
Generally it is not necessary to defragment a solid state drive.
