The NFL has a rule that basically turns the commissioner into God

The NFL has a rule that basically turns the commissioner into God If something occurs during an NFL game that is "palpably unfair," the officials can use their judgment to rectify the situation however they see fit, whether it be moving the placement of the ball, awarding points to a team, etc. Should something "extraordinarily" unfair occur, well, the almighty commissioner can step in with powers that no know bounds -- up to and including flipping a game's result or ordering everyone back to the playing field. What in the world could evoke the desire for such drastic measures?
